What distinguishes underground partnerships from mere informal collaboration is their intentional opacity—whether driven by necessity, ideology, or strategy. They can be deeply democratic, built on Persuasion and trust, or exploitative. Their complexity lies in balancing security with operating alongside legitimate structures.
